Our Code of Conduct

1.  Learn and sail by the Racing Rules of Sailing (RRS)

2. Always call infractions by hailing twice "66 protests 55", "66 protests 55".

3.  Acknowledge protests and perform penalty turn(s) as soon as possible.

4.  Follow the Corinthian Spirit and do penalty turns, even when not protested.

5.  Refrain at all times from making derogatory or demeaning remarks, be friendly and courteous.

6.  Help new or less skilled members with sailing technique, technical problems, or understanding the RRS.

7.  Remember to be a good sportsman at all times, because this is a fun sport.

Top 10 Basic Rules of Sailing

1.  When boats are on opposite tacks, the port tack boat must keep clear of the starboard tack boat.

2.  On the same tack and overlapped, the windward boat must keep clear of the leeward boat.

3.  On the same tack and not overlapped, the boat clear astern must keep clear of the boat clear ahead.

4.  A boat that begins the process of tacking or gybing must keep clear of boats that are not tacking or gybing. If you are tacking you lose your rights until you are settled on a close-hauled course.

5.  When a boat acquires the right-of-way (such as gybing her boom to a starboard tack), this boat must initially give the other boats room to keep clear.  After a brief period of time, the boat can exercise her newly acquired rights.

6.  When a right-of-way boat changes course (even a little bit), this boat must initially give the other boat room to keep clear. You cannot quickly change your course to force another boat into a foul.

7.  If a boat comes from behind you and begins to overtake your boat from the leeward side, and if that boat is within 2 boat lengths off your leeward side as it begins to overlap you, that boat is not allowed to sail above its proper course.  In other words, it is not allowed to push you up into the no-go zone.

8.  When boats are overlapped approaching a turning mark, the outside boat must give the inside boat enough room to round, provided that the overlap was established before the lead boat entered the 4 boat-length zone.  This rule does not apply at a starting mark as boats are approaching the start.  The inside overlap boat does not have rights to room at the starting mark.  This rule does apply at the finishing mark.  A boat that has established inside overlap prior to the 4-boat-length zone must be given room to finish.

9.  You must round all marks in the direction specified by race committee, and you must not touch a mark.  The committee boat is considered a mark.  The penalty for touching a mark is one full penalty turn (360). 

10.  Fouls should be exonerated on the course by getting clear of other boats, and doing two full penalty turns (except #9 above which is one full penalty turn). A boat must conduct her penalty turns before reaching the next mark of the course.

A bruin's recent excursion into a Naples garage didn't bear fruit or anything else for that matter.

Once inside Yoandry Garcia's Golden Gate Estates garage, the black bear wandered to a refrigerator, gently opened its doors and snooped around inside for a suitable treat.

But nothing in the fridge seemed to strike the animal's fancy. After looking around for a few seconds, the bear walked away from the attempted snack heist seemingly disappointed and with empty paws.

“He has been here all the time this year, but never did this,” Garcia told Storyful . “Normally, he goes for the trash bin and does a mess …. He took nothing from the fridge as I only have beer, water, and juice.”

The entire episode was caught on camera.

Bears in Florida

According to Florida Fish and Wildlife, bears occur throughout Florida and sometimes visit neighborhoods but generally move on if they don't find food.

It's important to note that feeding bears is illegal in the Sunshine State.

Feeding bears causes them to become food-conditioned, more likely to frequent residential areas and lose their natural fear of humans. These factors can be death sentences for the bears as they become more vulnerable to vehicle collisions, illegal shootings and euthanasia to keep communities safe.

What do Florida black bears eat?

Bears eat plants and animals and are considered omnivores. A Florida black bear's diet consists of 73% plants and 5% animals. They consume a variety of grasses, leaves, fruits and nuts along with some insects and scavenge animals that are dead or play dead, like armadillos and opposums, FWC reports.

What to do if a bear comes into your yard

If you come into close contact with a bear, FWC recommends the following:

• Make sure you are in a safe area
• Make sure the bear has a clear escape route
• Scare the bear by yelling, banging pots and pans, using an air horn or anything else that makes a lot of noise. The use of paintballs, bear spray, and sling shots are also allowed under FWC guidelines .

Bears are found throughout Florida and sometimes in neighborhoods. Here are some bear safety tips from FWC:

• Don't feed bears
• Secure garbage, pet food, and birdseed
• Secure livestock with electric fencing
• Be aware of your surroundings and walk dogs on a short leash

Cape Coral's 2024 election could bring massive changes to the city council

Correction: A previous version indicated that Dan Sheppard had received and continued to receive stipend money when he had not.

This November election could see a seismic shift to Cape Coral City Council as five seats are up for grabs, with recent controversies like stipends and park developments casting a shadow on the incumbents.

Over the past few months, residents have been in and out of the council chambers, with proposed improvements to Jaycee Park and the Yacht Club riling up emotions and questions over trust and integrity lingering in the minds of voters who were upset by the council's approval of stipends.

Districts 2, 3, 4, 5, and 7 will be on the November ballot, and on top of the issues above, officials will also have to contend with the city's growth and expansions.

Cape Coral has a council-manager form of government with seven non-partisan districts with population sizes that are as equal as possible and follow the center lines of streets or canals.

Council members are currently voted at large citywide.

So far, one incumbent has said he is not running with another termed out, three are, and 10 challengers have filed with the election office to signal they are running.

After the June 10-14 qualifying period, we'll know who will be on the ballot.

Here's what you need to know for the upcoming November election.

Cape Coral's growing future

Cape Coral has a population of more than 216,000 residents , according to the U.S. Census.

The city's growth management consulting firm estimates Cape Coral will get 100,000 new residents by 2050 for a population of over 318,000.

Because of the huge growth, council members are routinely responsible for deciding whether to approve new housing and commercial developments, how to manage traffic, pass ordinances and resolutions dealing with quality of life, and approving critical infrastructure improvements.

Cape Coral City Council's stipend controversy

Regarding the large responsibilities of council members, stipends were introduced and voted on to cover the growing expense of individual members and their added responsibilities.

The council approved monthly stipends for each member on Dec. 13. It was a voting item listed on the consent agenda and approved without discussion in a 5-1 vote, with Councilmember Welsh opposing it.

Councilmember Dan Sheppard was not present when the stipends for the council were approved, a move that he maintained he did because he needed to go to the bathroom.

Many residents previously criticized this move as circumventing the city's charter and a way to raise the council's pay without a referendum, and they pointed out that the council has been going down a bad path by eliminating several volunteer boards

The stipends amounted to $3,333 monthly for council members and $5,000 for the mayor, essentially doubling the council's current salaries.

Council members are paid a base yearly salary of $37,368.96, and the mayor is paid a base salary of $41,954.11.

A year of stipends amounts to $39,996 for each council member and $60,000 for the mayor. The total annual cost would be $403,532.83.

Additionally, the charter includes a provision to allow members to cover necessary expenses incurred while performing their jobs.

Several organizations took issue with the council for this decision.

The Lee County GOP repeatedly showed up to denounce the city council's self-appointed stipend and voted to withhold support for candidates involved in that decision.

This includes withholding names from literature or advertisements for the reelection of council members who voted in favor of stipends and accept the payments.

Additionally, the Cape Coral Preservation PAC was created partly to make  the council pay back their stipend  through a referendum.

However, the group's efforts failed to make it on the ballot last month.

Even one councilor's effort to address pay with a possible reversal of the stipend failed to make it on the ballot.

Jaycee Park and "waste of taxpayer dollars" developments

As for park development, the PAC made its main mission to put the proposed plans for Jaycee Park on the ballot.

Jaycee Park is an 11.8-acre park that opened more than 40 years ago and includes large open green spaces, a playground, a picnic area, restrooms, a walking path, and a gazebo.

The park reached its 30% design benchmark in March and continues to move forward toward a final design.

Pennoni Associates, a consulting engineering firm, had been contracted for the preliminary and updated designs, which include two docks for 24 boat slips, a splash pad, two beach volleyball courts, a bistro/piazza area, areas for six food trucks, and a bandshell.

Improvements to the park are estimated to cost $12 million for construction, and the city plans to issue a long-term bond to pay for the project, which means city residents and future residents will bear the cost.

The PAC and many residents railed against the plans, calling them unnecessary and a waste of taxpayer money. To this day, residents still show up to regular meetings, asking that the city stop these plans.

Though the referendum effort failed, the organization said they plan to ensure that the council members for the changes to the park get replaced.

In its efforts, the PAC gathered 7,700 petitions, which the chairwoman previously said shows thousands of people oppose the city's plans for the park.

Another large-scale project that caught the attention of residents and could cost them large sums of money is the Yacht Club .

Hurricane Ian disrupted the city's initial plans to renovate  The Yacht Club Community Park , sparking a tug-of-war between traditionalists and those advocating for progress on the fate of the facilities.

Workers started razing the building in April, after months of waiting for permits. The new Yacht Club will feature a two-story community center, a parking garage, a new restaurant, a pool, and other amenities.

The estimated cost of the project could be upward of  $100 million  with  no clear date on when construction will start or be completed .

Additionally, the future council will have to determine how to fund the new Yacht Club building as the cost will soar beyond the initial $10.9 million from the Parks and Recreation General Obligation (GO) Bond funding . The council previously brought up the idea of issuing a 20-year bond to cover the cost .

The current incumbents supported the Yacht club's demolition and shift in plans throughout the year.

Here's the landscape and where each council member stands in preparation for the election.

District 2, southwest Cape Coral

Councilmember Dan Sheppard won his seat in 2020 and previously ran for mayor in 2017.

He owns and operates Sheppard Landscape and Palm Source Pine Island, LLC.

The former New Jersey resident came to the city in the late 1990s and previously stated that he works toward bolstering business, beautifying the city, and helping improve public safety.

He said he's still contemplating whether he will seek election as of May 30.

Additionally, he announced that he was giving his share of the stipend money toward the beautification of the city.

But said he has since changed his mind on receiving the stipend earlier this year and reversed payment of stipend money received after the decision was approved.

One challenger, Craig Unroe , a network technician with Lumen Technologies, is planning to unseat him.

District 3, east quadrant of mid-Cape Coral

Councilmember Tom Hayden has served as the District 3 council member since 2020 whose term is set to expire in November, but he announced in January that he will not run for another term.

He moved to Cape Coral in 1996 and previously worked for The News-Press for over 20 years.

During his term, he had to contend with COVID-19, decisions on parks and attractions such as the Yacht Club and Coral Oaks Golf Course, the aftermath of Hurricane Ian, and delivering needed infrastructure to the growing city of Cape Coral.

There are currently three candidates vying for his empty seat.

These include Mackenzie Cofell, Daniel J Ludlow, a disabled veteran, and Deborah Lee McCormick, a retiree who worked for the tax collector's office.

District 4, middle quadrant of south Cape Coral

After the suspension of former Councilmember Patty Cummings , the council chose to appoint an individual to her vacant seat until the November election.

Whoever wins the seat will need to run again in 2026 to finish Cumming's original term.

Richard Carr is the incumbent and was selected out of 13 candidates who applied in December.

Carr moved from New England to Fort Myers in 1990 to become a police officer. From there, he bought a home in Cape Coral in 1993.

Most of his work experience was outside the city, but he worked as the manager for the city's code enforcement division for six and a half years.

He said he wants to give the best representation he can to the city while helping manage the city's inevitable growth.

There are two challengers currently planning to unseat him.

These include William Matthews, finance accounting director with EMPG-Solutions, and Robert (Bob) Sutter, semi-retired military veteran and CEO and president of Future State Partners Inc.

District 5, west quadrant of mid-Cape Coral

Councilmember Robert Welsh has lived in Cape Coral since 1985 and graduated from Mariner High School in 2002.

Welsh opposed the stipend and led the work on the referendum to address council pay.

Welsh works for his parents’ company, Arthur Printing, and succeeded his mother, Lois Welsh, for the council seat back in 2020.

He and his wife Shannon Welsh also own Roots Salon, a hair salon at 1611 SE 47th Terrace.

There are two challengers currently trying to unseat him.

These include Charlie Pease , director at  Cape Coral Technical College , and Joseph Kilraine , who worked for Olin Corp. and Occidental Petroleum.

District 7, northeast Cape Coral

Councilmember Jessica Cosden is in her last term, so her time as a Cape Coral official ends in November.

Cosden is a Cape Coral native and graduated from Mariner High School in 2002. She became the youngest member of the council when she won in 2015 and won her consecutive term in 2020, after a charter change that caused the city elections to coincide with presidential and midterm elections.

She works as a music teacher at the Pace Center for Girls, a nonprofit dedicated to providing girls and young women an opportunity for a better future through education, counseling, training, and advocacy.

There are currently two candidates vying for her empty seat.

These include Michael David Harper and Rachel Kaduk, a loan officer for a bank.

Yet again disappointed to see that no merchandise is available in Disney World. I look forward to celebrating this month every year with my daughter and it seems to shrink each time

After the past two years with dozens of offerings all around the Walt Disney World property, I am very disappointed in what I see this year. Not only has the food been scaled back I see no mention of Pride walls in the parks or at Disney Springs and in the Pride merchandise collection we did not get a Pride Minnie Mouse plushie. I did not expect Disney to pull back from our community this year when we needed you to step up more, especially in light of other companies like Target abandoning us.

Why the cake straw clip but no cake again? 😭 We miss the actual cake sooooo much.
