LE GRAND BLEU

Le Grand Bleu was built for US telecommunications baron John McCaw and was subsequently sold to the Russian businessman Roman Abramovich, who had it refitted to his own preferences, including the addition of a 16ft swim platform at the stern. According to Internet sources, Abramovich passed Le Grand Bleu to his friend and business associate Eugene Shvidler in June 2006. The yacht has a crew of 65 and carries a veritable arsenal of tenders and watertoys, both on her aft decks and in her extensive below-deck garage, where there is a large aquarium. Her watercraft include a 22 metre Dubois-designed sailing yacht, Bellatrix; a 21 metre Sunseeker motor yacht; two 11 metre, 60-knot Buzzi sports boats; and a landing craft to carry a 4x4 Land Rover used for excursions ashore.

Porta Atlantico San Juan Places Puerto Rico on the Superyacht Map

Puerto Rico is already a maritime hub in the Caribbean. Now, the U.S. flag island is ready to make its mark as the region’s first-ever full-service superyacht destination. In June, Puerto Rico’s Governor Alejandro García Padilla announced the development of Porta Atlantico San Juan, a marina and shipyard facility that will cater to international yachts ranging from 130- to 500-feet in length.

“A number of large yachts such as A (390ft), Luna (377ft) and Le Grand Bleu (371ft) are already coming to San Juan. In fact, visitation by large yachts to the Port of San Juan has increased 300 percent over the last three seasons,” says Paul Madden, chief executive officer of Madden Yachts , in Newport, RI, who teams as a large yacht consultant with Edgewater Resources and Puerto Rico-based venture capital firm, Advent Morro Partners, on this US $73 million development.

“We talked to the captains and managers and they confirmed that they wanted to have the same level of marinas and vessel services in the Caribbean that they would find in the Mediterranean or Florida. Over the last two years, we determined how we could achieve this level of facilities and service, and put together the team to develop and deliver this.”

The megayacht marina is located within the Bahia Urbana redevelopment next to Old San Juan, while the shipyard is situated on the over 40-acre former U.S. Navy base which has a graving dock capable of handling yachts 644ft (196m) in length with 81.6ft (24.8m) of beam. Madden says the first phase of the project, the marina, will open by the end of the year in time for the winter season. Limited dry dock services and wet dockside boat refit and refurbishing within the existing facility’s pier will also be available this season. Phase II calls for a hotel marina by 2020.

“Crews love Old San Juan because of its lively culture and welcoming people. When they have time off, they can head into the rainforest and mountains, or hop on a short flight to Florida. For owners, they can land their plane on Isla Grande within sight of their yacht, and if they arrive from U.S. there is no customs. Vessel managers can source whatever they need locally, or in Florida and have it immediately, without duties or customs. Most importantly, San Juan is a secure port with a U.S. Coast Guard base and good weather protection,” says Madden.

Russian oligarch Roman Abramovich owns or is linked to a collection of five yachts estimated to be worth almost $1bn, including several vessels whose ownership remained secret until this week.

A Financial Times investigation into the billionaire’s assets has lifted the veil of secrecy he maintains over his wealth, even after the UK and EU imposed sanctions on him following Russia’s invasion of Ukraine for his allegedly close relationship with President Vladimir Putin.

Authorities in the UK and EU are attempting to identify all of the assets owned by sanctioned oligarchs. Abramovich was already widely reported to be the owner of Solaris and Eclipse — worth $474mn and $437mn, respectively, according to yacht data service VesselsValue. But the FT revealed this week that he also owns Halo and Garçon, which are both moored in Antigua.

The Antiguan government was unaware of the ownership of the boats docked on the island before inquiries from the FT, highlighting the scale of the challenge UK and EU authorities face in enforcing sanctions.

Tom Keatinge, director of the Centre for Financial Crime and Security Studies at the Royal United Services Institute think-tank said governments, banks and other institutions trying to enforce sanctions had to navigate a world where “ownership trails run cold and morph into a haze of front companies, nominees and cut-outs”.

Halo and Garçon are valued at $38mn and $20mn, respectively, and are now at risk of being seized.

In a letter to the British high commissioner to Barbados regarding the yachts, Antiguan minister of foreign affairs Paul Chet Greene said the island would “provide full assistance to the government of the United Kingdom” if it receives a request under the two nations’ Mutual Legal Assistance Treaty.

The letter noted that Antigua had requested information on the company that owns the two boats — British Virgin Islands-registered Wenham Overseas Limited — after “persistent allegations by the Financial Times that the vessels could be owned by Mr Roman Abramovich”.

In response, the British high commission provided Antiguan authorities with a letter, seen by the FT, “from the Financial Investigation Agency of the British Virgin Islands which states the beneficial owner of Wenham Overseas Ltd is Roman Abramovich”.

The letter also shows the billionaire’s address in Switzerland is listed simply as “Immeuble, Gatzby Le Magnifique”, which translates as “The Great Gatsby Building”.

Keatinge described the UK’s ability to demand full ownership information of companies registered in any of its overseas territories or crown dependencies as its “most powerful global weapon” in combating financial secrecy.

However, he asked: “How much is that weapon being used?”

A person with knowledge of Abramovich’s boat collection and documents seen by the FT indicate that the oligarch may also still be the owner of Sussurro, the first yacht he bought in 1998, despite reports he had given it to an ex-wife in a divorce.

The person who correctly identified the two yachts in Antigua as belonging to Abramovich told the FT the oligarch still owned Sussurro.

The vessel’s owner is listed in maritime registers as Vesuvius International Limited in the British Virgin Islands. BVI documents show this company was deregistered there in 2017. Another Vesuvius International was registered in Jersey the same year.

The owner of Jersey-based Vesuvius International is listed as Wotton Overseas Holdings Limited. This entity — which shifted from the BVI to Jersey in 2017 — is also the owner through a subsidiary of a helicopter that has been photographed landing on Abramovich’s Solaris several times.

Maritime tracking services show Sussurro, which means “whisper” in Italian and is valued at $11mn, is moored in La Ciotat in the south of France — the same port where the French government last month seized a $116mn superyacht belonging to a company tied to Igor Sechin, head of Russian oil group Rosneft.

Sussurro’s management company is Blue Ocean Management, a Cyprus-based company that also manages Le Grand Bleu, a 113-metre superyacht that Abramovich reportedly gave to his business associate Eugene Shvidler.

The UK placed Shvidler under sanctions last week.

The letter from the BVI’s financial investigation agency to its British counterparts also reveals that the owner of Le Grand Blue — Ashchurch Holdings Limited — is owned by “Zarui Shvidler”. Shvidler’s wife is commonly known as Zara Shvidler.

VesselsValue pegged Le Grand Bleu’s market value in a range of $110mn-$130mn, noting that the boat had last been tracked this week in the Caribbean Sea off the coast of Puerto Rico.

Representatives for Abramovich and Shvidler did not respond to requests for comment.

Biden And Allies Are Coming For Russian Billionaires’ Yachts: Forbes Tracked Down 63. Here’s Where To Find Them

Most of the yachts are registered through offshore vehicles and docked in far-flung locales..

R ussian billionaires have been in the spotlight since Vladimir Putin invaded Ukraine on February 24. In his State of the Union address on March 1, President Joe Biden said his administration would work with European countries to target Russian oligarchs by seizing “their yachts, their luxury apartments, their private jets.”

The United Kingdom and the European Union imposed sanctions on three more Russian billionaires on March 9 and the U.K. sanctioned Roman Abramovich the next day; more sanctions were announced on March 15 and on March 24; new actions have since brought the total number of sanctioned Russian-born billionaires to 50. Several yachts owned by sanctioned billionaires or their family members and associates—Roman Abramovich, Farkhad Akhmedov, Vagit Alekperov, Andrei Guriev, Eduard Khudainatov, Andrei Kuzmichev, Igor Makarov, Andrey Melnichenko, Alexey Mordashov, Dmitry Pumpyansky, Arkady Rotenberg, Gennady Timchenko, Eugene Shvidler, Alisher Usmanov and Viktor Vekselberg—were last tracked in the U.S., EU or in the U.K. and their territories after the individuals were sanctioned, including France, Germany, Gibraltar, Italy, the Netherlands, Puerto Rico and Spain.

Their personal assets in the European Union, from private jets and superyachts to luxury real estate, may now be frozen. Italian authorities froze Mordashov’s Lady M yacht and Timchenko’s Lena yacht on March 4. On March 12, Italian police froze Melnichenko’s Sailing Yacht A in Trieste. On March 21, authorities in the British overseas territory of Gibraltar detained Dmitry Pumpyansky’s Axioma yacht, the same day French authorities froze a yacht owned by Alezei Kuzmichev. On April 4, Spain’s Guardia Civil and the FBI seized Vekselberg’s Tango yacht in Palma de Mallorca . On April 13, German authorities froze Dilbar , a yacht that was owned by Alisher Usmanov until he transferred ownership to his sister Gulbakhor Ismailova in 2020. On May 5, Fiji seized Suleiman Kerimov’s yacht Amadea at the request of U.S. authorities.

It’s still unclear whether the EU, the U.S. or the U.K. will declare additional sanctions on other individuals. As recently as February 28, Forbes tracked the wealth of more than 100 Russian billionaires. Using data from yacht valuation experts VesselsValue, Forbes has compiled a list of every yacht owned by Russian-born billionaires and recent dropoffs—both those that have been sanctioned and those that have not. At least 12 Russian billionaires fell out of the three-comma-club on March 1.

According to VesselsValue’s head of superyachts, Sam Tucker, yacht “ownership is notoriously private.” The firm has 90% confidence in its data on these yachts, which are generally owned through offshore companies registered everywhere from the Isle of Man to the Cayman Islands. Collectively, the 63 yachts are worth at least $6.3 billion. The 53 yachts owned by sanctioned Russian billionaires are worth at least $4.7 billion.

“Technically speaking, these yachts are owned by a special purpose vehicle, often being in a different jurisdiction to the beneficial owner,” Tucker said. “There are also lease systems, which further distance the [owner] from the asset.” Lease systems are legal structures commonly used to purchase yachts, allowing individuals to own a yacht through a separate company—often registered in places such as Malta and Cyprus—that then leases the yacht to the individual.

While the Russian economy crashes under the weight of sanctions, yachts owned by the country’s billionaires have anchored in much sunnier climes: everywhere from Monaco and Barcelona to Dubai and the Seychelles.

The 112.8m/370'1" expedition yacht 'Le Grand Bleu' was built by Bremer Vulkan at their Vegesack shipyard. Her interior is styled by English designer design house Bannenberg & Rowell and she was delivered to her owner in May 2000. This luxury vessel's exterior design is the work of Kusch Yachts and she was last refitted in 2008.

Le Grand Bleu has been designed to comfortably accommodate up to 20 guests in 10 suites. She is also capable of carrying up to 35 crew onboard to ensure a relaxed luxury yacht experience.

2 Russian Oligarch’s Superyachts Just Seized: 1 Boat Is On the Run

Sanctioned Russian oligarch Eugene Shvidler’s two private jets were recently seized. That’s when he must have drawn a line. His Le Grand Bleu superyacht is now missing. The last whereabouts of the boat were around Puerto Rico. Meanwhile, Russian oligarch Suleiman Kerimov wasn’t so lucky. After a long search, his $300 million superyacht was seized in the remote Fiji Islands.

Western governments have been snapping up private jets, yachts, property, and bank accounts of oligarchs after Russia invaded Ukraine. The Biden administration created the task force “KleptoCapture” in March. Its charge is to hunt down oligarch assets . 

“Last month, I warned that the department had its eyes on every yacht purchased with dirty money,” Deputy Attorney General Lisa Monaco said in a statement. “This yacht seizure should tell every corrupt Russian oligarch that they cannot hide, not even in the remotest part of the world. We will use every means of enforcing the sanctions imposed in response to Russia’s unprovoked and unjustified war in Ukraine.”

That would include Shvidler’s superyacht, though its current whereabouts are unknown. Its last whereabouts were in Puerto Rico, according to NBC . At 370 feet, it should be easy to spot. In spite of its age, until recently it was considered one of the longest yachts ever made. 

The length accommodates two (not one!) helipads, two mega-tenders, an owner’s bed which also features a sliding ceiling above, and a glass-bottom observation deck. Where did the money from all of this come from? In the 1990s the Russian oil industry became privatized. Oligarchs made billions of dollars as a result. 

Kerimov was the recipient of this largesse. He was in the right place at the right time and had lots of other oil billionaires as friends. But now that association is getting him into trouble with various world powers over the sanctions.

As for the seized superyacht christened Amadea, it was the smaller 350-foot variety. Kerimov, according to the U.S. Treasury, helped Russia through corruption, and also the annexation of Crimea. That helped him take an official position with the Russian government. 

This yacht sleeps 16 people in eight cabins. The Amadea was last registered in the Caymans and is also thought to be worth $300 million.

German officials seized another oligarch yacht last month. Thought to belong to Russian billionaire Alisher Usmanov, after a thorough investigation of its registration, Usmanov’s sister Gulbakhor Ismailova actually owned it. 

This one surpasses the other two with a length of 500 feet. It also has two helipads. The U.S. Treasury Department estimates its worth to be almost $750 million.  

So what can we learn from all of this? Being a Russian oligarch is a good gig until your puppet master invades a country for no reason. Then, it’s not .

Interesting. Her last known location was in Puerto Rico. Probably trying to avoid government sanctions with Ukraine and Russia.
